This is true. I didn't know about Breakneck speed when I was moving up in difficulty, and I wished there was an "in between" difficulty between Medium and Hard, and then between Hard and Expert. After I discovered BNS, I saw that there sort of was an "in between" difficulty, but it was just hidden a bit. I don't use it except for playing some songs on Hard now.

Also, if you're playing the devil-tier songs on Hard, you are more than capable of playing anything at 4 dots or less at Expert already, probably.
I don't agree with this if you are equating percentages ... I can get 99%+ on just about anything that I have (around 350 songs) on Hard every time, but am far less likely to get that on Expert guitar on even the lower difficulty songs. It's the solos mainly ... solos on some 1-2 star songs on Expert are more difficult to me than most devil-tiered songs' solos on Hard.

Here, one more comparison using DDR gameplay videos.

Breakneck Speed can make a a chart that looks like this to either of these. You'll notice it's the same song, and the same steps, but speeding up the arrows makes it easier to see exactly how the timing works, at expense of the number of steps ahead you actually see. With the slower arrows, assuming you can decipher the chart quickly enough, you can mentally plan ahead. With the faster arrows, you know EXACTLY when to hit, even if you're too busy focusing on the now to think about three or four seconds from now.

If you trust your reflexes and your muscle memory, BNS can be a godsend, because your body knows what to hit but not exactly when. For those of us who don't finger the GRYBO charts to TTFaF expert in our sleep, having more of the song available to us gives us a fighting chance.
DLC on DLCQuickPlay.com. Gamertag is the same as my Forum name. Hit me up if you wanna play!

I don't remember it that way in RB1, but personal perception and all.

Generally, if you can get over 80-85% on expert, you're better off playing expert than hard, even if you're getting 99% or better. Not simply for scoring (that may not be the case in fact), but for practice, as getting better at expert will translate to you getting better at hard, and there's not much room for improvement when you're getting a 99%.

Me, I got stuck on Flirtin and GG&HT on hard, and then played though every RB1 song again up though Flirtin and GG&HT on expert before I passed GG&HT on hard, but I could see my skills improve.

On RB2, I moved form Guitar to Bass when I moved from Hard to Expert, mostly due to playing Online a bit and everyone wanting you to play expert. That helped a lot too, as you can focus on some of the expert level fundimentals of playing, without having to worry about some of the rougher guitar stuff (Extreme HO/POs and complex chord changes).

Like anything else, its going to vary from individual to individual. I too can get in the high 90%'s on just about everything on hard difficulty on guitar. Can usually get 5 stars or gold stars on most expert bass on the occasion I play it. But I can't really get anywhere on expert guitar because my ring finger simply won't cooperate on three note chords. So I choose to just have fun and play guitar on hard difficulty.
