You have two totally different styles of music, thus the bands are not easily compared.
The Who are rockers, who experiment with rock and roll.
Led Zeppelin are rockers, who experiment with folk rock, blues, and have some songs inspired by "The Lord Of The Rings" ("The Battle Of Evermore", "Misty Mountain Hop", "Ramble On", etc.)
I love both bands equally, but if my hand was forced, I would click on Led Zeppelin as the best band overall. They just had so many good songs in such a short time, while The Who had so many good songs stretched out over decades.
