At the end of the day it's all about money, which everybody obviously knows Activision has a ton more than Harmonix. Since Harmonix has a disadvantage in terms of money they have to approach licensing music differently, which to me explains why we have been seeing so many DLC revolve around current artists and songs that are currently on the radio and in return Harmonix gets access to those artists library at a reduced price.
Harmonix obviously knows that we all want the big hits, but it's not something that can be simply done when it involves money and the music industry who, by recent comments, seem to be hell bent on ruining any new avenue of exposure for music if they don't get more money.
