I don't think it's either, really. I see it first and foremost a marketing/electoral promise kind of thing, to emphasize one of their strengths when compared to the GH franchise.

Wether they really have 400, 500 or 600 DLC by Xmas is irrelevant, it'll be close enough for them to say "See ? Toldja."

And they'll definitely won't stop at the 500 mark either - selling one game and still making significant money out of it 9, 12, 24 months down the line is pretty much a Holy Grail of VG publishing, one that only MMORPGs had reached thus far.
