I think Pearl Jam and specifically Eddie Vedder conveyed this title upon Neil Young, if I'm not mistaken.

Eddie did give Neil the title, it was reaffirmed when Kurt quoted him in his suicide note.. or was he quoting rock of ages? were they quoting Neil?? OH MY GOD MY MIND... anyway, i think the whole Grunge family tree goes like this

    Godfather - Young
    Grandfather - Frank Black
Fathers - Kurt Cobain, Layne Staley, Chris Cornell, Eddie Vedder, Jerry Cantrell, ect.
Mothers..? - Donita Sparks, Courtney Love (eew) , others?
Childeren - Puddle Of Mudd, Staind, Seether, Godsmack, ect.

complicated, yes.. but Grunge was an amazing revolution and pinning responsibility on one person or event for the entire thing isn't even close to giving it the glory it deserves, Nirvana brought it into the mainstream (a mistake that cost Kurt his life in the long run) but there can never be a one band revolution, the big 4 moved in and stayed at the top for those amazing years, but now that im off my nerd rant..

he was given the title yes, as far as Nirvana crediting him.. they diddn't even like the name Grunge so i doubt they ever did.

Well, as you probably know Christopher Colombus is credited for "discovering" america however, he was like the 20th to do so. Why he got that title and a holiday I don't really know but its sort of the same thing with Nirvana.

Nirvana doesn't even hail from Seattle, there were many many grunge bands (seattle sound) before Nirvana however, they sure did put it on the map.

Kurt Cobain, Layne Staley, Chris Cornell, Eddie Vedder, Jerry Cantrell are the ones who made it popular or mainstream.
