Papa Roach is not nu-metal anyways, they're more post grunge. Same with Staind. Linkin Park, Limp Bizkit, SOAD, and Slipknot are all the same genre, though admittedly SOAD is borderline, and I'm not quite sure why they ended up lumped in with nu-metal in the first place.

Tell me that Pink Floyd, Porcupine Tree, Genesis, Jethro Tull, and Rush are all the same genre with a straight face. Thing with numetal is they were all signed to major labels and received a ton of music video and radio airplay simultaenously. When you have a lot of bands making the same type of music and all getting popular at the same time they will all try to make their own signature sound. That doesnt stop numetal from being a genre. Nu-, afterall, is synonymous with post- in generality when in conjecture with musical genres. Look all the crazy differences between post-hardcore, post-thrash, nu-prog, and post-punk bands.

Now that I think more, NWOBHM was more of a scene.
