But seriously the only people in the cast who have been within spitting distance of the A-list are Sly and Mickey Rourke, and that was a long, loooong time ago (1986?, '88 maybe?)

Joking aside, Highlander 2 has to be in the running for "Most disappointing sequal ever."

It'd beat out Highlander 2 any day.

Seriously though, my idea of an intellectual film is one that makes the audience (Me) think about the issues it raises. For example,

"Runaway Jury" would be an example of an intellectual movie to me: because I work in the Legal field, I see a lot of the issues raised by the movie and this movie had me thinking quite a bit about them (Jury rigging, the process of Jury selection, etc)

"Commando" is not. I didn't sit there throughout "Commando" thinking about the problems of pissing off Arnold Schwarzenegger on a daily basis.

    There's the distinction for me.

Jason Statham, Jet Li, Arnold Schwarzenegger, Bruce Willis.

B movies are way different than A list actors for the record.

This is not a b movie by any streatch of the imagination.

Jason Statham and maybe Jet Li are pretty much a-list from what I recall.

    Arnold Schwarzenegger, Bruce Willis.
Pretty sure these are cameo roles.

From what I understand they won't be cameos, but they will be lesser roles.

Holy s**t, I thought you were joking. I was mainly talking about the main cast, Arnold and Willis are cameos/small roles. Ok so I forgot about Willis, but Statham and Li are action stars (I like those guys but I would hardly put them in the same category as say, Daniel Day Lewis) and Arnold's career was in a slump before he became Governer, his glory days were definitely behind him. There's nothing wrong with a B movie, movies like Commando are incredibly entertaining.

It has more to do with budget than acting ability.

Yes really. The term comes from the unit making the movie coupled with the budget to make the movie. It was the bottom half of a double feature and did not have the budget or the advertising of the A movies.
